Governance practices in 37 district municipalities in Istanbul were evaluated with data accessible to citizens in the study, which did not include Şile and Adalar Municipalities as they were not included in the strategic plan preparation scale as per the law no. 5018.
“Good governance increases trust in institutions”
Making a speech at the opening of the meeting, Argüden Governance Academy Founder Dr. Yılmaz Argüden said:
We analyzed the environment and climate, in other words, the culture of governance in municipalities, based on objective and concrete data, with the methodology we developed within the scope of the "Municipal Governance Scorecard of Istanbul Districts" project with a 'Citizen Perspective'. We evaluated municipalities, different processes, principles of governance, and the implementation of all of them with an in-house learning cycle approach, putting the citizen at the centre. Our study is a guiding guide for local government actors and municipalities. We aim this resource to be a reference for leaders and practitioners who trigger transformation and development in municipalities, on the way to develop 'good governance' practices.
Only 3 municipalities could score above 625 points
According to the results of the research, the good governance scorecards of Istanbul District Municipalities are mostly below 625 points. Only 3 municipalities can score above 625 points: These are Avcılar, Bağcılar and Kadıköy Municipalities in alphabetical order.
On the other hand, the municipalities of Ataşehir, Bakırköy, Beşiktaş, Beyoğlu, Çekmeköy, Esenler, Fatih, Güngören, Kağıthane, Küçükçekmece, Maltepe, Sancaktepe, Sultangazi, Şişli and Tuzla can find places in the range of 500-625 points.
In the range of 325-500 points, Arnavutköy, Bahçelievler, Başakşehir, Bayrampaşa, Beykoz, Beylikdüzü, Eyüpsultan, Gaziosmanpaşa, Kartal, Pendik, Sarıyer, Silivri, Sultanbeyli, Ümraniye, Üsküdar and Zeytinburnu municipalities are located, while the last three places are Büyükçekmece with less than 325 points. It is shared by the municipalities of Çatalca and Esenyurt.
The scorecard of the district municipalities is determined under 3 main headings consisting of process governance, governance principles and learning cycle, and a scorecard score emerges accordingly.
Under these three main headings, there are also detailed subheadings. The lowest scores across district municipalities are seen in the areas of representation and participation, measurement and learning, responsibility and sensitivity.
In general, it is observed that municipalities, including those with the highest scorecards, have significant areas of improvement in good governance.
