We shared our publication Quality of Regulatory Policy 2025, prepared in light of the OECD Regulatory Policy Outlook 2025, as part of our ongoing efforts to strengthen effective, transparent, and trust-building public policy practices in Türkiye.

At the launch event we held on January 6 at TÜSİAD headquarters, we discussed the current state of regulatory policy in OECD countries and in Türkiye, priority reform areas, and the role of human-centred regulation in building trust in government. The discussions focused on participatory approaches, transparency, and impact-oriented regulatory practices.

In our publication, we place emphasis on human-centred, participatory, transparent, and future-oriented regulatory principles, highlighting the importance of strengthened stakeholder engagement, the institutionalisation of ex-post impact assessments, and evidence-based policymaking. We also examine the role of public regulation in enhancing quality of life, supporting sustainable development, and fostering a culture of trust.

The event began with opening remarks. In her opening address, our Vice Chair of the Board, Pınar Ilgaz, underlined the critical role of regulatory policies in enhancing governance quality and strengthening public trust. She was followed by Anna Pietikäinen, Head of Regulatory Policy at the OECD Public Governance Directorate, who presented the core framework of the OECD Regulatory Policy Outlook 2025 and discussed the report’s contribution to the development of more predictable, participatory, and impact-oriented approaches in public regulation.

Following the opening remarks, Tobias Querbach, OECD Regulatory Policy Analyst, shared the key findings of the OECD Regulatory Policy Outlook 2025 with participants. This was followed by an assessment of the report’s Türkiye findings by Dr. Erkin Erimez, Managing Partner at ARGE Consultancy, who evaluated the results within the framework of Argüden Governance Academy’s governance-focused work.

The panel session of the event, held under the title “The Impact of Regulatory Policy Governance on Everyday Life,” addressed the multidimensional effects of regulatory policies, emphasizing that they extend beyond being merely technical public policy tools to influencing daily life, economic activity, public services, and societal trust. Moderated by Dr. Erkin Erimez, the panel featured Anna Pietikäinen, Tobias Querbach, and Dr. Yılmaz Argüden, Chair of the Board of Trustees of Argüden Governance Academy, who shared their perspectives on how regulatory policies can be designed in a more effective, inclusive, and trust-building manner, drawing on international experience and examples from Türkiye.

Since 2015, through the Regulatory Quality series that we have translated into Turkish, we aim to provide a shared reference framework for policymakers, public administrators, civil society, and the private sector to improve regulatory quality, and to contribute to the strengthening of the understanding of good governance in Türkiye.
