The Academy developed a global governance innovation model for measurement and improvement of good governance at metropolitan governments. Relying on 337 indicators, the model was applied first time on 27 metropolitan municipalities in Türkiye. The globally generic model is developed for the purpose of contributing to the efforts for improving sustainable development, democracy, and quality of life in metropolitan cities in the world.

At the conference, the results were shared for the Turkish metropolitan municipalities by the project team members. According to the research conducted, the governance scores of the metropolitan municipalities ranged between 35-74 points over 100 points scale. Furthermore, the main findings and insights have been presented with the audience with an intention to trigger improvement actions at the municipalities on good governance culture.

The model incorporated numerous international standards such as the United Nations Sustainable Development Goals, the Council of Europe’s good governance vision, OECD’s Better Life Index, and EFQM’s 2020 Excellence Model. The municipalities were rated along the principles of consistency, responsibility and responsiveness, accountability, fairness and inclusiveness, transparency, effectiveness and efficiency as well as representation and participation.

The Chairman of the Board of Trustees, Dr. Yılmaz Argüden declared that “In responding the global challenges, metropolitan cities and their governments occupy critical position with their wide-ranging competences and policies. Metropolitan Municipality Governance Scorecard was developed with a view to support the actions of metropolitan governments in achieving sustainable development, improving democracy and quality of life through strengthening good governance culture.” In addition, the Project Coordinator, Dr. İnan İzci presented the main features of the model and its first application. Also, project researchers Dr. Erkin Erimez and Dr. Merve Ateş Eren shared the scores and insights of the research carried out.   

On 6th of October, the Model and its application will be shared with international audience through a webinar. At the webinar, the speakers from OECD, the Council of Europe and LSE Cities will reflect on the Metropolitan Municipality Governance Scorecard and its significance for the metropolitan governments across the world.
