Civil Engagement from Disaster to Development
We aim to facilitate civil monitoring and participation to assess the extent of good governance in the reconstruction processes in 11 cities in Türkiye affected by the earthquake centered in Kahramanmaraş on February 6, 2023.
The envisaged impact of the Civil Engagement from Disaster to Development Project is to increase the quality and effectiveness of the disaster reconstruction process and to ensure resilient cities by enhancing citizens' trust, satisfaction, and participation levels. In this context, the Project supports a more holistic, coherent, coordinated, and effective reconstruction process through improved civil monitoring, assessment, and participation.
To enhance civil monitoring and participation, the Guide, which is citizen and civil society-centric and will be produced at the end of the Project, is based on legislation, policies, and plans. The Guide, which is indicator-based, facilitates ease of use in terms of monitoring, being directly related to the level and quality of data sharing. It allows mapping, measuring, and evaluating and serves as a guide for monitoring and participation in the dimensions of environment and infrastructure, economy, society, and governance. Furthermore, it provides the opportunity to perceive short-term, medium-term, and long-term impacts. The Guide and the tools used to measure the quality of governance after disasters are intended to be accessible to all NGOs and citizens through an online platform and website to be used.

Civil Engagement from Disaster to Development is being supported through the Kahramanmaraş Earthquake Direct Support Fund. This fund was established through a collaboration between the Support Foundation for Civil Society and the Turkey Mozaik Foundation.
