The event started with opening speeches by Istanbul Policy Center Director Prof. Dr. Fuat Keyman and our Chairman of Board of Trustees Dr. Yılmaz Argüden, followed by an informative session on the Metropolitan Municipality Governance Scorecard, which discussed problems and solution proposals.
The Metropolitan Municipality Governance Scorecard designed ascitizen-centric monitoring and evaluating tool. The metropolitan municipalities had been evaluated by using the principles of good governance based on their reports, information, and data. , The Model helps to measure and improve how metropolitan municipalities use their authority and resources in terms of good governance. This provides an opportunity to see to what extent and how metropolitan municipalities apply each governance principle in decision-making, resource utilization, service delivery, and institutional processes.
The Metropolitan Municipality Governance Scorecard was used for the first time in Türkiye to evaluate the twenty-seven metropolitan municipalities managed by elected mayors. The study included Adana, Ankara, Antalya, Aydın, Balıkesir, Bursa, Denizli, Erzurum, Eskişehir, Gaziantep, Hatay, İstanbul, İzmir, Maraş, Kayseri, Kocaeli, Konya, Malatya, Manisa, Mersin, Muğla, Ordu, Sakarya, Samsun, Şanlıurfa, Tekirdağ, and Trabzon metropolitan municipalities.
During the panel, we discussed our results, and suggestions with our guests. Our Project Coordinator Dr. İnan İzci and our researchers Dr. Erkin Erimez and Dr. Merve Ateş Eren talked about the research process, the main research areas, the importance of the project for local governments, the results, and the suggestions.
During the panel discussion, Konda Research and Consultancy General Manager Bekir Ağırdır, İstanbul Policy Center Director Prof. Dr. Fuat Keyman, İstanbul City Council President Tülin Hadi, Checks and Balances Network General Director Hayriye Ataş, and our Project Coordinator Dr. İnan İzci discussed the importance of active citizenship, the role of civil society, how local government units should take initiatives, and how civil society and local governments should work together under the scope of development areas and solution proposals.
