OECD Regulatory Policy Outlook 2025: Human-Centred Regulation as the Key to Trust in Government

Argüden Governance Academy, who works to strengthen the culture of good governance across the public sector, the private sector, and civil society, introduced its publication Public Regulatory Quality 2025 at the launch event hosted by TÜSİAD on Tuesday, 6 January. The publication was prepared in light of the OECD Regulatory Policy Outlook 2025.

OECD Regulatory Policy Outlook 2025: Human-Centred Regulation as the Key to Trust in Government

In line with the OECD’s Regulatory Policy Outlook, published every three years to monitor progress and quality in public regulation, Argüden Governance Academy summarized this important OECD work under the title Public Regulatory Quality 2025, examining the report’s key findings, global trends, and policy implications in the context of Türkiye.

In its fourth edition published this year, the Türkiye report highlights the role of regulatory quality in shaping trust in government, quality of life, and sustainable development, with a focus on human-centred, participatory, transparent, and future-oriented regulatory approaches. The study also outlines key areas for development and reform priorities for Türkiye.

The launch opened with a keynote address by Pınar Ilgaz, Vice Chair of the Board of Argüden Governance Academy. With valuable contributions from Anna Pietikäinen, Head of Regulatory Policy in Public Governance at the OECD; Tobias Querbach, OECD Regulatory Policy Analyst; Dr. Yılmaz Argüden, Chair of Trustees of Argüden Governance Academy; and Dr. Erkin Erimez, Member of the Academy Council, the discussion addressed the evolution of regulatory policies across OECD countries, while also assessing Türkiye-specific findings and priority areas for reform.

Key Findings and Priorities for Türkiye

The OECD assessment indicates that Türkiye has made progress in the area of transparency compared to previous periods, while also highlighting that open and systematic consultation mechanisms remain a significant area for further development.

The study highlights the following key findings for Türkiye:

  • Need to strengthen stakeholder engagement: Participation remains largely limited to public institutions and selected stakeholder groups, underscoring the need to enhance open and systematic consultation mechanisms.
  • Embedding learning through regulatory review: Expanding the systematic use of ex post impact assessments is essential to understanding whether regulations deliver on their objectives and to ensuring continuous learning, adaptation, and improvement in policymaking.
  • Advancing transparency as a strategic asset: While progress has been made in transparency compared to previous periods, strengthening consistency and institutionalisation of transparent practices remains critical to sustaining trust and accountability.
  • Shaping future-ready, human-centred regulation: In an era defined by digital and green transitions and growing uncertainty, regulatory processes must evolve toward more agile, data-driven, and inclusive approaches that place people at the centre while anticipating future risks and opportunities.

Regulatory Quality: The Key to Building Trust

The report underscores that high regulatory quality is a cornerstone of trust in government. When regulation is designed and implemented with a clear focus on people, the planet, future readiness, and efficiency—and underpinned by participation, transparency, and accountability—it delivers more effective public policy outcomes while strengthening societal trust.

The Public Regulatory Quality 2025 publication serves as an important reference for policymakers, public administrators, the business community, and civil society, shedding light on key reform priorities.
