Integrated Municipality Governance Model

The IMGM has been developed by Argüden Governance Academy for the purpose of strengthening good governance at municipalities through a holistic and practical manner. In this regard, it supports the vision and aims conveyed at the Valencia Declaration (October 16, 2007) and the 2008 Strategy of the Council of Europe. The model adopts the 12 good governance principles as guiding reference and provides a roadmap for holistic implementation and continuous development of them in a practical manner. Thereby, it is expected that municipalities will seek to acquire the European Label of Governance Excellence (ELoGE) and contribute to the efforts for sustainable development and the quality of life through a bottom-up manner.

The model enables aligning the 12 good governance principles in political, administrative, and fiscal governing structures and processes of municipalities. It also helps improve the level of good governance practices in municipal processes through measurement and evaluation for continuous learning. Overall, it provides a roadmap and guidance for implementing and continuously acquiring the ELoGE.
