Therefore, holistic and evidence-based implementation of the regulation process for countries and full fulfillment of all steps of the regulatory cycle are of key importance. Good governance in public policies improves the quality of life of citizens.

An increase in the quality of regulation accelerates development, increases total factor productivity and national income, and reduces unemployment. On the other hand, international incompatibility of public sector regulations also leads to significant inefficiencies in some sectors. During the review period of the OECD's 2021 Public Regulation Quality Report, the whole world was experiencing the COVID-19 epidemic. In this period, the importance of international cooperation in regulatory processes became evident once again. The impact of international dynamics on regulation times at the national level was deeply felt.

In the COVID-19 epidemic, all countries gave an important test. Even in normal times, it is necessary to consider the effects of many different sizes when editing. In this period, which has devastating effects for the whole world, it becomes more difficult and critical to make rules and regulations. Such urgent times require fast and effective solutions. Therefore, in such cases, there may not be enough time/resources to implement all the steps of the regulatory cycle. However, emergency does not mean 'put and forget'. After the regulations are implemented, the effects need to be carefully evaluated. This report also describes how OECD member countries manage this process in times of crisis at each step of the regulatory cycle.
