OECD 2015 Regulatory Policy Outlook Conference in Istanbul

Quality of Public Policies Improves Quality of Life for Citizens.

Turkish Industry & Business Association (TÜSİAD) in collaboration with Argüden Governance Academy, a non-profit initiative operating under the aegis of Bogazici University Foundation (BUVAK), launched the “OECD Regulatory Policy Outlook Report 2015 – Decision Making Process in the Public Sector Conference” on June 6th, 2016 in Istanbul. In the Conference, the positive impact of evidence based policy making process that incorporates stakeholder engagement and regulatory impact assessments on quality of life, was emphasized.

June 06th, 2016 / Istanbul – OECD Regulatory Policy Outlook Report and the quality of the regulatory role of the government was discussed at the “OECD Regulatory Policy Outlook Report 2015 – Decision Making Processes in the Public Sector Conference” held at TUSIAD in Istanbul. The Conference was organized by TÜSİAD and Argüden Governance Academy for private sector, public sector, and civil society executives.

In the opening remarks of the Conference, Cansen Başaran-Symes, the President of TÜSİAD underlined:
“It is crucial for the parliament to function well and legislate fast. However, it is not preferable to compromise from the quality of the ideal legislative process versus momentum. The pluralism and participation in the legislative process will also contribute to quality of laws.”

Prof. Dr. Metin Çakmakçı, Chairman of Argüden Governance Academy, stated: “Good governance increases the quality of life and citizens’ happiness. Participatory decision making process, evidence based policy making, and ex-ante as well as ex-post evaluations are crucial to increase the quality of regulatory policy in the public sector.”

OECD Regulatory Policy Outlook 2015 Report was discussed

Nick Malyshev, Head of OECD Regulatory Policy Division and Advisory Council Member of Argüden Governance Academy, said: “To increase governance quality, OECD countries, place particular importance to the stakeholder engagement and Regulatory Impact Assessments.  Turkey ranked 30 and 32 out of 34 OECD Countries, on conducting ex-ante and ex-post regulatory impact analyses.”

Prof. Dr. Ersin Kalaycıoğlu, Professor of Sabancı University indicated: “OECD Regulatory Policy Outlook 2105 Report is a very important step in the right direction to identify how the governments could improve their decision making process. However, in these assessments in addition to the views of regulators, views of stakeholders who are affected by regulations and views of the ones who are subject to the implementation of the regulations need to be considered.”

Dr. Erkin Erimez, Academic Board Member of Argüden Governance Academy discussed the OECD Regulatory Policy Outlook 2015 Report and said: “Stakeholder engagement, evidence-based policy making cycle, regulatory impact assessments and ex-post evaluations improve learning and support participatory democracy.” 

The Conference was concluded with a panel discussion, moderated by Dr. Yılmaz Argüden (Founder of the Argüden Governance Academy), with Prof. Dr. Muhittin Acar (Professor of Hacettepe University), Dr. Emin Dedeoğlu (Director of the Governance Studies in TEPAV), and Eray Akdağ (Permanent Ankara Representatives of TÜSİAD) to discuss how the quality of regulatory policy loop effects the quality of life for the citizens.

The latest publication of the Argüden Governance Academy, “Quality of Regulatory Policy and Quality of Life”, authored by Dr. Erkin Erimez and Prof. Dr. Ersin Kalaycıoğlu was shared with the executives participated to the conference. The publication provides a summary translation and an analysis of the OECD Regulatory Policy Outlook 2015 Report, which was originally published in English and French.
